According to Eduardo Escalada-Goicoechea the author of "la organizacion del correo carlista 1873-1876" (Academia Hispanica de filatelia/discursos academicos # 11), the wrapper contained a well known printed official announcement of 5 pages.
The Carlist rates for printed matters were set at the same level as the rates for normal letters, they are extremely rare, and this wrapper being the most spectacular examples of the few known.

A pair of this stamp on COVER sold for about EUR 3.000 in the Afinsa "Gems of spanish philately" auction in november 1998 (see scan of reference).
